A New National Direction for School Estates
The Education Estates Strategy sets out the government’s vision for an estate that is safe, inclusive, sustainable and fit for the future. Backed by £38 billion of capital investment between 2025–26 and 2029–30, the strategy aims to modernise and future‑proof schools and colleges across England.
A major move towards proactive, long‑term estate planning, supported by better data, clearer standards and more predictable funding. The strategy emphasises that responsible bodies must take a strategic view of their estate, prioritising condition need, risk and resilience rather than relying on reactive maintenance cycles.
What This Means for Schools and Trusts
1. A Shift to Strategic, Evidence‑Led Planning
The DfE’s new long‑term estates planning guidance encourages schools to take a holistic view of their buildings, systems and users. Rather than addressing issues in isolation, the guidance sets out a structured seven‑step process covering condition, suitability, climate resilience and decarbonisation.
This means schools will need to maintain up‑to‑date surveys, asset management plans and risk assessments and use them to inform multi‑year investment decisions.
2. New Digital Tools and Annual Returns
A new digital service, Manage Your Education Estate, will provide guidance, tools and estate data in one place. This marks a significant step towards greater transparency and accountability in estate management.
3. Changes to Funding Routes
The strategy confirms that the Condition Improvement Fund (CIF) will be replaced by autumn 2028, moving towards a simpler, less burdensome programme that removes the need for full competitive bids. Funding will instead be allocated based on need, supported by more granular estate data collected by responsible bodies.
For schools with significant condition issues, this represents a major shift and an opportunity to plan more confidently over the long term.
4. A Stronger Focus on Sustainability and Climate Resilience
The strategy places sustainability at the heart of long‑term planning. Schools are encouraged to improve thermal performance, reduce carbon emissions and embed climate resilience into their estate strategies. A new Renewal and Retrofit Programme, backed by £700 million, will support upgrades that improve condition and energy performance, with pilots beginning in 2026.
