Henry Moore Primary School – Replacement of Dilapidated Demountable Classrooms – CIF Project

Henry Moore Primary School approached Munday & Cramer to address urgent health and safety concerns with five demountable classrooms that had exceeded their useful life. These temporary structures were originally second-hand when installed in 2002 and estimated to be 30-40 years old. They required immediate replacement to maintain safe learning environments for 150 pupils.

The Challenge

The existing demountable blocks presented multiple critical issues that required urgent attention. The structural condition had deteriorated significantly, with extensive timber rot affecting external walls and access structures throughout the buildings. Water ingress through failed roof coverings was causing internal flooding, whilst minimal thermal insulation led to extreme temperature fluctuations that made the spaces uncomfortable for pupils and staff. The dangerous timber steps and ramps had become serious slip hazards, particularly in wet weather conditions.

From a health and safety perspective, the situation was becoming increasingly dangerous. Water damage was occurring directly above electrical installations, creating potential electrocution risks. The electrical systems themselves were non-compliant and required urgent remedial action to meet current safety standards. Persistent damp conditions had led to mould growth throughout the buildings, creating unhealthy environments for children and staff. The inadequate heating systems meant classrooms were cold during winter months, forcing the school to invest in temporary heating solutions.

The educational impact of these failing buildings was substantial. Pupils were required to walk across exposed playgrounds between lessons, often in poor weather conditions. Frequent class relocations due to heating failures and leaks disrupted learning continuity and affected the school’s ability to deliver the curriculum effectively. Poor lighting and ventilation created substandard learning conditions that were not conducive to educational achievement. Additionally, the isolated location of the classroom blocks raised safeguarding concerns, as staff working late were vulnerable and the buildings were difficult to monitor and secure effectively.

Our Solution

We developed a comprehensive replacement strategy involving detailed condition assessment, options appraisal, and funding application preparation. Rather than temporary repairs, we recommended complete demolition and construction of a purpose-built two-storey classroom block.

We managed competitive tendering to four approved contractors. MT Build Ltd provided the winning tender. We prepared and submitted a successful Condition Improvement Fund application, securing funding across two financial years.

Project Delivery

We programmed construction to commence during summer holidays with continuation during term time. The location and access arrangements allowed school operations to continue uninterrupted throughout the build programme.

The construction phase was well managed to minimise disruption to the educational environment. We established clear communication protocols with the school leadership team, ensuring regular updates on progress and advance notice of any activities that might impact normal school operations.

The phased handover approach enabled the school to begin utilising completed sections of the new building before final completion, allowing for a smooth transition into the new classrooms. This approach minimised the period during which teaching spaces were compromised and helped maintain educational continuity throughout the project.

Project Outcomes and Benefits

The completed classroom block has transformed the learning environment at Henry Moore Primary School. The five new classrooms provide modern, well-insulated teaching spaces with excellent natural lighting and ventilation systems that create optimal conditions for learning. The internal connectivity to the main school building via the covered walkway has eliminated the previous requirement for pupils to cross exposed outdoor areas during lesson changes, significantly improving both comfort and safety.

The enhanced accessibility features, including the passenger lift and compliant WC facilities, have improved inclusivity and ensured the building meets the needs of all users. The additional storage provision has addressed long-standing space constraints, enabling better organisation of teaching resources and equipment.

From a health and safety perspective, the new building has eliminated all the serious risks associated with the previous demountable structures. The compliant electrical systems, effective weatherproofing, and modern heating and ventilation systems provide a safe and comfortable environment that supports both teaching and learning activities.

The successful delivery of this project demonstrates our ability to manage complex educational building projects whilst maintaining normal school operations.
